Animal Welfare focuses on the state of the animal. It emphasizes humane treatment, proper housing, disease prevention, and responsible care. Many organizations use the "Five Freedoms" to measure welfare: freedom from hunger/thirst, discomfort, pain/injury, fear/distress, and the freedom to express normal behavior.
Animal Rights goes a step further, asserting that animals have moral worth independent of their utility to humans.
