Important Note: The Wii U Menu is not a "game" you can simply load. It is the operating system. To see it, you need a full NAND dump from a real Wii U console.

5. Installation & Folder Structure in Cemu

Cemu expects a standard MLC (NAND) folder structure. The menu must be placed inside the mlc01 directory.

Before you begin, ensure you have:

  1. A PC running Windows (or Linux/macOS with Wine). Cemu is primarily Windows-native.
  2. Cemu Emulator (version 2.0 or later). Available from cemu.info.
  3. A real Wii U console with custom firmware (Tiramisu or Aroma) installed.
  4. An SD Card (at least 8GB) formatted to FAT32.
  5. DumpMiiNand or UDUSBHelper – Tools to extract your console’s NAND.
  6. The correct keys. You’ll need your console’s otp.bin and seeprom.bin (dumped via homebrew).

Step 4: Launching the Wii U Menu

  1. Open Cemu.
  2. In the top menu bar, click Options > General Settings.
  3. Go to the MLC tab and ensure your mlc01 path is correctly set to the folder containing your system files.
  4. Important: The Wii U Menu acts like a game. You must load it manually.
  5. Click File > Load.
  6. Navigate to your mlc01\sys\title\00050010\1004a100\code folder.
  7. Select the cos.xml file (or sometimes the .rpx file depending on the version).
  8. The Wii U Menu should now boot up, displaying the Wara Wara Plaza and your installed games.
