VUL is a portable, subscription-based license. A single VUL can be applied to any supported Veeam product. If you have at least one VUL with an active subscription, you are generally entitled to use Enterprise Manager at the Enterprise Plus feature level. Determine your upgrade path:

Obtain the new license file. After purchase, Veeam’s portal will generate a single .lic file that covers both Backup & Replication and Enterprise Manager.

Validate: Refresh the Enterprise Manager license page. It should now show "Enterprise Plus" or "Enterprise" with a valid expiration date (or "Perpetual").
If you hold a perpetual license (purchased before January 2020 or via active maintenance), the Enterprise Manager feature is tied to the Veeam Availability Suite (VAS) Enterprise Plus Edition.
You have two paths: Path A (New Install): During the Veeam Backup & Replication installer, check the box for "Veeam Enterprise Manager." The installer will ask for the license file before finalizing the web service.
